You need to learn something about proportion. It looks as if you had no real plan for this picture and you just sort of drew it up without any regard for how the end product would look.
Overuse of filters wont make your art look better. AND, you need to learn to actually use peoples advice instead of just reading and going at the same awful pace as always.
